基于多源交通数据的交警铁骑巡控网格化管理方法

交警铁骑网格化巡控是当前公安交管部门主动发现和应对各类交通事件的一种勤务模式。为了实现巡控网格的科学划分和警力资源合理配置,首先选取案例研究区域并收集多源数据,包括利用高德地图开放平台API获取路网数据,以及该区域内2019年的交通运行数据和122警情数据;其次,利用ArcGIS软件识别常发性、偶发性拥堵路段,基于核密度分析模型识别交通事故高风险区域;然后,对拥堵指标与事故密度指标进行归一化处理,作为交通巡控热点区域划分的关键指标,并运用渐进式综合办法将巡控区域划分成工作量近似相等的若干个网格,并给出网格警力配置方案。该网格化管理方法可节省警力资源,保证铁骑队员在10 min内到达任一交通事件发生地点,提升了铁骑日常勤务效率和应急处理能力。

Abstract:

The grid-based management by traffic police motorcycle patrol is a kind of operational duty model for the public security traffic management department to actively discover and deal with all kinds of traffic incidents. To divide the patrolling area and allocate police resources scientifically, the area was selected to research and the multi-source traffic data was collected firstly, including the road network data obtained through the API of the AMAP open platform, the traffic operation data and 122 alert data in 2019. Secondly, ArcGIS software was used to identify frequent and occasional congested road sections. The kernel density analysis model was also used to identify the high-risk areas for traffic accidents. Thirdly, the congestion index and the accident density index were normalized, which were taken as the key indicators for the division of hotspots for traffic patrol. The gradual comprehensive method was proposed to divide the patrolling area into several grids with approximately equal workload and the grid police allocation scheme was also given. The grid-based management can save police resources and ensure that the motorcycle patrol can reach any traffic incident position within 10 minutes, which contributes to enhance the efficiency of daily duties and the emergency response capability.
